In Rosario, the panorama is different, but better and with more projections. Toward there go the most ambitious biofuel projects. The Brazilian Integrated Biodiesel Industries located a 60.000 tons plant, and continues growing in loads of products that are sent through containers (especially fertilizers and steel). Â

The grain terminals in Rosario are 18, from Timbúes to Arroyo Seco (65 km). Although the railroad increased its participation in the transport of grains, for the export the net of ports continues being the main objective. It is considered that this year, using the rail service, nearly 15 million tons will get to that region. The rest of the activity, grain by excellence, continues supporting the growth that has transformed the region into the most important oleaginous center in the interior of the country.

Without a doubt, Terminal 6 (Aceitera General Deheza-Bunge), are the companies that grant the most dynamics to the place.Â

Starting from the beginnings of the decade of the 80´ these activities have been concentrating gradually on deprived shipment facilities, located both to the north (Puerto General San Martín-San Lorenzo) and the south of the city (Punta Alvear-General Lagos). Starting from 1991 the main imports have been of steel products (billet, several types of steels, steel in rolls), fertilizers, minerals (manganese, zinc, sulfur, iron) and wood starting from 1992.

At the present time the main exports from Puerto Rosario are of vegetable oils, grains and by-products, sugar sold in bulk, citric and juices.Â

The Argentine Republic has a single entrance and exit port of containers and general load at the moment, located in the city of Buenos Aires. Today Rosario offers the possibility to invest and to operate in the long term a terminal inside the continent, with all the attributes of a fluvial-marine port, characteristic that would highly diminish the high costs of transport and handling consequence of the terrestrial freight, the jams and access difficulties to the Port of Buenos Aires.Â

Starting from a deep analysis of the Argentinean external trade, of the movements registered in the different ports of the country and of inventories of investments foreseen in the different activity areas, the main loads potentially able to be captured by the Port Rosario were identified, including basically the following ones (derived of the Hidrovía Paraná-Paraguay): manganese mineral; cellulosic paste; mining enterprising: borates, lithium salts, copper concentration, lead concentration; wood; car parts (in bundles and in containers); containers in general and automobiles.Â

At the present time Puerto Rosario denominates the group of facilities located among the kms 395 and 420,3 of the river Paraná, space on which expands the jurisdiction of the Ente Administrador Puerto Rosario (Enapro).Â

The Enapro was created in 1993 by the government of Santa Fe, as previous step to taking the administration and exploitation of the port in the process of decentralization and deregulation of the port activity started by the State. Starting from November 1st of 1994, the Enapro is responsible for the administration of Rosario’s port.Â

As port authority, it maintains and the institutional, administrative and technical reference mark that facilitates the operation of the concession-operated areas and it is the responsible for the maintenance of the shared service nets and that serve as support to the port operative: roads and rail lots, accesses and internal circulation link to the port, illumination, propelling force, nets of drinkable water and services against fire, drainages, etc.Â

In the last years, the activity of the port has experienced a sustained growth. The main loads mobilized in the sectors of the port that the Enapro has given recently in concession have been the exports of vegetables oils, citric fruits and sugar, and the imports of fertilizers and steel products. The exports of grains and by-products are carried out almost excluding through specific facilities located outside of the sectors given under concession.Â

Being the Enapro administered by the county of Santa Fe, it is governed by an Organic Statute created by provincial ordinance Nº 209/94, ratified by provincial ordinance Nº 1381/94 and in agreement with the national law Nº 24.093 and provincial Nº 11.011. Its operative grade width is considered precedently specified.Â

The Port Rosario had a peak period in which stood out among the Argentinean ports, for its protagonism in the exports of agricultural products. Starting from middles of the decade of the ’80, the traffic of cereals was deviated toward the private terminals of the area of Puerto General San Martín-San Lorenzo.Â

Last year, the Enapro prioritized the necessity to incorporate new administration strategies and as a way to keep up to the requirements of other ports of the world and to improve the relationship with the clients and concessionaires, last year began a process of installation of a Quality Administration System based on the Norma ISO 9001.Â

The objective of the implementation of the mentioned norm is centered in standardizing the internal processes of administration, improving its efficiency and its services.Â
